The new single integrated settlement and the Greater Manchester VCFSE sector

Wednesday 1st April 2025 marked the day that the Government’s trailblazing new Integrated Settlement funding deal came into effect.

This means that a single integrated settlement of £630million replaced a system of separate funding pots from different Government departments, giving Greater Manchester more freedom and flexibility to fund local services and invest in our priorities.

In a speech earlier this week, Mayor of Greater Manchester Andy Burnham noted that with this Integrated Settlement, Greater Manchester can use new freedoms and flexibilities to deliver more joined up public services and better outcomes for residents.

“Growth cannot be ordered from the top down by individual silos. Instead, it has to be nurtured and watered from the bottom up by people in those places, linking education to transport, housing and planning.”

Greater Manchester’s plans for GM Live Well will enable the voluntary, community, faith and social enterprise (VCFSE) sector to increase reach and engagement, and improve outcomes by tacking a prevention-led approach.

The Mayor noted that the VCFSE sector in Greater Manchester have been taken for granted, picking up the pieces of the welfare state.

“Place-based integration allows meaningful partnership between integrated public service teams and local community and voluntary groups providing personalised, preventative everyday support in a names-not-numbers approach.”
